CHAPTER II SECTION 1
AUTHORITY AND MISSION OF DGSP
A. AUTHORITY
The Annotated Code of Maryland, State Finance and Procurement Article provides for the
authority and jurisdiction of the Department of General Services and a Department of General
Services Security Force.
B. MISSION
1. The mission of Department of General Services Police and -Security is to provide for
the security of certain Maryland State government operations, and buildings and
grounds which have been designated by the Secretary of the Department of General
Services and to safeguard the lives and safety of all persons within these designated
areas.
2. The Department of General Services Police and Security shall discharge its duties and
responsibilities with the dignity and manner which will inspire public confidence and
respect.
3. The tasks that are necessary to accomplish this mission are contained herein and are
considered to be essential in the operation of Department of General Services Police
and Security. Therefore, these tasks are mandatory and their execution is required as
part of the Rules and Regulations of the Department of General Services Police and
Security.
4. The Mission Essential Task List is applicable to both detachments. It will be further
defined by Detachment Commanders, to insure clarity within their operation, and to
effect smooth coordination with other agencies and branches of state government.
5. Detachment Commanders will be accountable for all that their Detachment does, or
fails to do, with respect to accomplishing the mission.
C. MISSION ESSENTIAL TASK LIST
1. The following Mission Essential Task List will be incorporated in the operation of
each detachment and applied to the extent necessary by Detachment special order and
post or patrol standard operating procedures.
2. Enforcement
a. Investigate alleged crimes committed on State property.
b. Detain suspects for arrest for suspected crimes committed on State property.
c. Appear in court to testify in traffic or criminal cases.
d. Conduct analysis of criminal activities to determine patterns and possible
causes and make recommendations as to the measures to be taken to reduce
criminal activities.
e. Provide reports of criminal activities and incidents to each Building &
Grounds' Superintendent via the daily Briefing Report.
f. Enforcement of Departmental building regulations within DGS buildings.
g. Make recommendations to DGS management on means to reduce
vulnerability-to crime, limit unauthorized access and improve security.
h. Observe entry and egress from buildings to deter criminal activities, check for
propriety of removal of equipment from buildings.
i. Make vehicular and foot patrol of parking lots and grounds of State buildings
to deter crime and apprehend criminals as necessary.
j. Direct traffic on roads within or adjacent to the complex during special events.
k. Provide for the control of demonstrations on State property through a permit
procedure, establishment of regulations governing demonstrations, crowd
control during demonstrations and enforcement of applicable laws and
regulations concerning demonstrations.
1. Act as liaison between DGS and local police jurisdictions to obtain special
parking arrangements on local streets, block off local streets, obtain extra
local patrols, etc.
m. Control State parking lots allowing only permit holders and those with
advance permission to park, for both routine parking and special events.
3. Security
a. Coordination with the Executive Protection Unit and the Legislative Services
Unit in providing protection for the Governor; Lt. Governor, Treasurer,
Comptroller, Speaker, and the President of the Senate.
b. Provide escort service to parking lots for employees working late.
c. Provide security for historical documents, fine art and other valuables on
display in various buildings.
d. Develop facility security plan to include number and location of posts, post
instructions, radio procedures, emergency notifications coordination with
other law enforcement jurisdictions, identification of high risk areas, after
normal hours access/egress procedures, etc.
e. Development of a bomb threat policy and procedure for the taking of threats,
analysis of threats, search of facilities, evacuation, coordination with State
Fire Marshall and local jurisdictions and disposal of suspected devices.
f. Conduct fire and entry surveillance, as well as, general conditions observation
in buildings after hours to determine security of facility, advent of any fires,
malfunctioning equipment or alarms, broken pipes or any other unusual
events.
g. Control Contractor access to off limited areas of complex.
h. Respond to reports of serious injuries and provide first aid assistance.
i. Maintain a central control room for the monitoring of security closed circuit
television surveillance.
j. Provide escort service for cafeteria contractor in delivering daily receipts to
bank for deposit.
k. Provide crime prevention training to the employees of the Agencies located
within the jurisdiction of DGSP.
4. Information/Assistance
a. Assist visitors who enter buildings to find offices they wish to visit or services
they wish to obtain.
b. Provide vehicle assistance to vehicles on State parking lots that have dead
batteries, flat tires or keys locked in vehicles, to the extent possible.
c. Observe winter and unusual weather conditions to inform Building and
Grounds management of deteriorating conditions and notify snow removal
crews to report for duty to remove snow accumulations.
d. Coordinate with the Buildings and Grounds' Superintendent to develop a well
defined method of notification of work crews during adverse weather
conditions.
e. Receive and sign for materials delivered to the complex on weekends or State
holidays.
f. Check outdoor lighting to determine if lights are operational or need
replacement or service and provide listing of such lights to Building and
Grounds Superintendents.
5. Training
a. Provide training to DGS Police Force personnel in marksmanship, police
procedures, supervision, radio procedures, post instructions, first aid and
CPR.
b. Provide required Maryland Police Training Commission In-Service Training.
6. Special Details
a. Post all U.S. and Maryland flags displayed in the complex.
b. Other duties as assigned by the Secretary of the Department of General
Services.
CHAPTER II SECTION 2
POSITION RESPONSIBILITY
A. DETACHMENT COMMANDER
The Detachment Commanders of D.G.S.P. will administer the activities and operations of the
DGSP and will make rules necessary to promote the effective and efficient performance of
responsibilities.
1. Detachment Commanders are responsible for the overall operation of their assignment
to include:
a. Compliance with DGS policy and procedures.
b. Proper supervision.
c. Employee performance and morale.
d. Public safety.
e. Public relations.
f. Building security.
g. All other matters which affect the effective and efficient daily operation of
their command.
2. A Detachment Commander, when absent from his assignment, will designate someone
in his command as Acting Detachment Commander. In a Detachment Commander's
absence, a designated "Acting Detachment Commander" will assume the full
responsibility of a detachment commander.
B. ASSISTANT DETACHMENT COMMANDERS
The Assistant Detachment Commander will assist the commander in the overall operation of
the detachment. Various duties may be assigned to the Assistant Commander by the
Commander. The Assistant Commander will oversee and supervise subordinate supervisors.
C. SUPERVISORS
1. Police will actively oversee the performance of subordinates to insure compliance with
all DGS policies and procedures. When assigned temporary command of a
detachment or unit a Police Supervisor will actively manage its operation.
2. A supervisor's function is to direct the work of others. His effectiveness is based on
the performance of the persons he supervises.
3. A supervisor will:
a. be a leader
b. be aware of the morale of those supervised.
c. influence and motivate those supervised relative to the quantity and quality of
their work.
D. INVESTIGATORS
Members assigned to plainclothes investigative duties will be responsible for the prompt and
proper conduct of investigations assigned to them and the implementation of proper police
action relative to all matters within the DGS's jurisdiction.
E. OFFICERS
Officers will be responsible for prompt and proper action in all police matters and the
rendering of prompt and courteous service in the manner prescribed by the rules, policies, and
procedures of the DGSP. In the absence of written directives covering specific situations, an
officer is expected to exercise proper and reasonable judgment in the performance of his
duties.
F. POLICE COMMUNICATION OPERATORS (PCO)
PCO's will be proficient in the operation of all communications equipment, and will be able
to perform other assigned duties related to their classification.
G. BUILDING GUARDS
Building Guards will be responsible for rendering prompt and courteous service as prescribed
by the rules, policies, and procedures of DGSP. In the absence of written policy covering
specific situations, a building guard is expected to exercise reasonable judgment in the
performance of his duties.

CHAIN OF COMMAND
A. POLICE
Each DGS Police position has a rank designation. Unless otherwise stated, all police
communication will follow the chain of command. DGSP ranks in descending order are:

5. Officer
B. PCO AND BUILDING GUARDS
Police Communication Operators and Buildings Guards chain of command will be as follows:

CHAPTER II SECTION 4
BUILDINGS UNDER CONTROL OF DGS POLICE
A. POLICY
1. Generally, Department of General Services Police will handle all incidents occurring
in or around the buildings listed.
2. Certain incidents that occur within the State House or 6 Saint Paul Centre will be
handled as outlined in Chapter VIII, Section 6.
3. Acts of Murder, Rape, Manslaughter, Robbery, Sodomy, Felony Theft, Arson,
Mayhem, and Burglary, that occur within the listed buildings may be referred to
Criminal Investigation Division, Maryland State Police or the Baltimore Police
Department for investigation after an initial report has been taken and with the
concurrence of the Detachment Commander and the Assistant Secretary for Facilities,
Operations and Maintenance. DGSP personnel will provide any assistance to MSP or
BPD needed to bring these investigations to a successful conclusion.
