The Maryland State ID Card Program is administered by the Security Card Processing Center (SCPC) which is a division of the Maryland Capitol Police. The SCPC is responsible for issuing State ID cards to all state employees, contractors, lobbyist and local government officials. The SCPC is also responsible for providing proxy access to the state buildings that are under DGS control.
New Electronic Application Submission
The Maryland Capitol Police (MCP) Security Card Processing Center is now only accepting State ID applications electronically. Effective immediately, MCP will no longer accept paper applications for State ID cards.
Hastened by the COVID-19 Pandemic where it is imperative that proper social distancing protocols and practices be followed, as well as limiting contact with others, MCP has begun implementing its plans for modernizing and streamlining the State ID application process. As a result, effective on Monday, January 4, 2021, the MCP Security Card Processing Center (SCPC) will only accept applications for State ID Cards submitted through electronic mail.
Hours of Operation
Effective Monday, June 14, 2021, the hours of operation for both Annapolis and Baltimore SCPC's will be as follows:
Monday, Wednesday, Friday (Open to the public)
8 a.m. - 2 p.m.
Tuesday and Thursday (By Appointment Only*)
8 a.m. -12 p.m.

dgs.scpc@maryland.gov. Once we schedule your appointment, a confirmation via email will be sent from our office staff.
