CHAPTER VII SECTION 1
PERSONAL APPEARANCE STANDARDS
A. INTRODUCTION
Employees of the Department of General Services Police and Security are required to be neat,
clean, and well-groomed at all times, except where authorized to dress otherwise in a covert
investigative assignment. Uniform and citizen clothes shall be kept clean and pressed at all
times. Footwear, leather equipment, and brass, shall be regularly polished and sidearms shall
be clean and serviceable at all times.
B. CLOTHING
Clothing will be clean and give a pressed appearance before each tour of duty.
C. FOOTWEAR
Shoes will be free of dirt and shined. Foul weather footwear will be conservative in
appearance.
D. FINGERNAILS
Employees will keep their fingernails trimmed and free of dirt. While in uniform employees
may wear only conservative polish or coating on their fingernails.
E. HAIR REGULATIONS
Every police employee of the Department while on duty will be required to keep hair in a
neat and well groomed manner. These regulations are not meant to be all inclusive, and final
judgment rests with the individual Detachment Commander.
1. Hair on the crown and sides of the head shall be neatly groomed. The length and bulk
of the hair shall not interfere with the proper wearing of any authorized uniform
headgear. Hair in front will not be groomed so that it falls below the band of properly
worn headgear. Ponytails or completely plaited hair is unacceptable.
2. Hair shall be worn in a tapered look, and when combed shall not touch either the ear
or the collar.
CHAPTER VII SECTION 2
PERSONNEL INSPECTIONS
A. INTRODUCTION
To ensure compliance with the standards prescribed in Chapter VI and Section 1 of this
Chapter, each Building Guard, P.C.O, Police Officer and Corporal will be inspected
Monthly.
A record of these inspections will be made on Personnel Inspection Report DGSP Form 152.
B. PROCEDURES
1. The Personnel Inspection Report will be completed on a monthly basis for all Building
Guards, PCO's and the Police Officers and Corporals. This report will be completed
by the Shift Sergeant.
2. The Personnel Inspection Report will be completed on a quarterly basis for all
Sergeants. This report will be completed by the Shift Lieutenant during the months
of January, April, July and October.
a. At the time of this inspection, the Lieutenant will also check the Personnel
Inspection Reports for the Building Guards, PCO's and Police Officers and
Corporals under the Sergeant's control.
b. This inspection is to insure compliance with the requirements of this order.
3. The Personnel Inspection Report will be completed on a quarterly basis for all
Lieutenants. At the time of this inspection, the Detachment Commander will also
check the Personnel Inspection Reports for all Building Guards, PCO's, Police
Officers and Sergeants under the Lieutenants' control.
4. The back of this form will be signed by the person being inspected at the time of
inspection, but after all ratings and comments have been made by the rater.
5. Any ratings of either "2-Needs Improvement" or "1-Unsatisfactory" will require an
explanation in the comments section.
6. Any ratings of either "2-Needs Improvement" or "1-Unsatisfactory" will require a
reinspection of the employees.
a. The deficiency will be immediately corrected, if possible.
b. If the deficiency cannot be immediately corrected, the employee will be
reinspected no later than their next regularly scheduled work period.
c. If the deficiency has not been corrected at the time of reinspection and
sufficient reason has not been offered, disciplinary action will be instituted.
7. Filing
The Form 152 will be retained by the supervisor in each employee's working file and
utilized when completing the Performance Planning and Evaluation Program.
3. Buns and French braids will be permitted on top of the head or back of the head, in
a neat and attractive manner, provided they do not interfere with the wearing of
uniform headgear and do not hang over the collar.
4. Wigs or hairpieces shall not be worn on duty except to cover natural baldness or
disfiguration. If worn under these circumstances, the wig or hairpiece will conform
to all departmental hair regulations.
5. Hair on the back of the head shall be tapered down to the neck.
6. Sideburns, if an individual chooses to wear them, shall be neatly trimmed and tapered
in the same manner as prescribed for hair. Sideburns shall not extend below the
earlobe, shall be of even width (NOT FLARED), and shall end with a clean shaven
horizontal line.
7. Hair coloring, if used, must appear natural.
8. No ribbons or ornaments shall be worn in the hair except for neat inconspicuous
bobby pins or conservative barrettes.
9. Mustaches, if an individual chooses to wear them, shall be neatly trimmed and of a
conservative style (no "handle bar" etc). No beards or goatees of any type will be
worn, except;
a. Those personnel who have been diagnosed by a dermatologist, as having
pseudo folliculitis barbae, will be given a medical exemption.
b. However, in keeping with medical opinion, the exemption will require that the
affected area be kept clipped to (1/8) one eight of an inch in length.
F. NON-UNIFORMED EMPLOYEES
1. NON-UNIFORMED employees will conform to dress and grooming standards which
reflect a professional appearance.
2. Police employees who are not, because of their assignment, required to wear the
uniform, will dress in a manner which reflects a professional appearance. Grooming
standards for these employees will be the same as those for uniform police employees.
Police employees assigned covert operations will be exempt from grooming dress
standards specified for other police employees.
G. JEWELRY
Commanders may prohibit the wearing of bracelets (excluding medical alert identification)
and other jewelry should it detract from the professional appearance of the employee or
constitute a safety hazard.
H. UNAUTHORIZED INSIGNIA
No decoration or insignia will be worn by any employee of this Department on the DGS
Police or Guard uniform unless authorized by the Assistant Secretary for Facilities, Operation
and Maintenance who will designate where, when and in what manner the insignia or
decoration will be worn.
I. PENS, PENCILS, ETC.
Items such as pens, pencils, combs, brushes, handkerchiefs, etc., will not protrude above,
below, or from the pockets of the uniform shirt and/or trousers. Furthermore, this includes
other non-uniform items that may be attached to the hat, shirt, epaulets; gun belt, garrison
belt, shoes, socks, etc
J. SOCKS
Black socks are to be worn by all uniform personnel.
K. OPEN COLLAR
No T-shirt or other garment will be visible within the open collar area when the short sleeve
shirt is worn.

MILITARY COURTESY
A. GENERAL
Military courtesy deals mainly with affording correct courtesy and respect to subordinates,
fellow workers, and supervisors. The Department of General Services Police is a "semimilitary"
organization. In keeping with basic military courtesy, the use of the word "sir" ,
"ma'am", or a rank description in general conversation is expected.
B. HAND SALUTE
Uniform employees of this department, when encountering other police employees of the
Department, wearing the uniform, the Governor, Lieutenant Governor, or Commissioned
Officers of the U.S. Armed Forces shall render the proper hand salute.
1. When inside a Detachment an exchange of salutes will be given upon the first
encounter of the day. Further saluting throughout the day is not necessary, but may
be practiced at the discretion of those involved.
2. The exchange of salutes while on patrol between fellow officers and officers of other
departments is a fine gesture and the practice should be followed.
3. No salute or other acknowledgment will be made when encountering another member
who is known to be assigned to investigative or other types of covert operations,
unless such member makes an acknowledgment first.
C. CHAIN OF COMMAND
In general, the chain of command will be followed in dealing with Department of General
Services Police matters.
